Even if that wasn't the case, it doesn't matter. PvP is a competitive mode by design. It doesn't matter how high the average skill level is, there are going to be players who're top-tier, and there are going to be players who're not top-tier. When PvP enthusiasts find themselves at the bottom of the food chain and repeatedly killed, either fairly by much better players, or through the domination of clans, they're going to get annoyed, bored and fed up with not being able to make any progress, and eventually quit.
Right now, for example, lower-tier PvP players *aren't* the bottom of the food-chain, because non-PvPers and bots exist as their targets. Those sort of easy pickings wouldn't exist in DarkScape, as only people at least prepared to do PvP would be playing - so most players will find themselves on a server where everyone is equal to, or better than them. Then they would quit once it becomes apparent that the dominance of certain players or groups of players cannot possibly be overcome.
And the problem with a competitive mode is that it gets boring and old when you're on top, and there's nothing remotely challenging to do but sit and wait for the next person to try, which they won't due to the bad press the game will be receiving on social media by everyone who quit.
DS was pretty fun, honestly. Better than DMM on OSRS, even, imo. Would love to have it as an outlet when bored with the main game because PvP on RS3 is all but dead."The difference between genius and stupidity is that genius has its limits."

Not entirely true - remember that Darkscape was basically Runescape, with all the tidbits included. Skilling players, like me, played for the added challenge of avoiding one-iteming idiots who would try to rush us (who were, unfortunately, few and far between outside of the core f2p cities). This made players more attentive, and frankly, more fun to talk to since they weren't alt-tabbing the game.
As a player who largely avoided combat, I found the maps deserted outside of Varrock GE, Lumbridge GE, and Catherby. Sometimes there would be a skirmish over the Varrock or Fallador iron mining spots, but for the most part, people rarely wanted to play the villain and get themselves skulled.
Also, if you ever visited the Darkscape fishing guild, you would know bots were alive and well in 2015. I have fond memories of our small fishing community taking turns hunting tuna bots.
