According to Hans it was 5451 days ago I saw my first stray dog in Varrock or about a week after I started playing. I was sort of surprised when I saw my first cat. That dogs were only portrayed as disease ravaged, annoying ugly things while cats were pets that could be made to talk?
I don't know about England, but in the US, 9000+ dogs and cats are put to death in pounds and shelters EVERY DAY. If more people were educated on the sheer numbers of strays in this country I am certain we would have less.
This is where Runescape can help.
There are only 2 opts for the strays in Varrock, shoo away and examine. I propose a third, "Rescue".
Rescue does not mean you click it and it's yours. Clicking rescue means you need to feed it like a kitten, and not for just a few hours, how about for a few weeks. During that time, the dog can lose its mange and become sleek. You would need to train the dog to at least sit and stay. During the first week you could add a need to find the dog because it runs away in fear. You must register the dog in Seers.
Only after a series of tasks does it lose it's monicure of "Stray", at which time it becomes "Your dog" perhaps you can add an opt to name it. (Though all the dogs I have rescued in my 55 years, not one has ever learned a new name) and if you fail it runs away for good, like a kitten and goes back to the streets of Varrock. Meanwhile the stray respawn rate could be every couple of days so that not everyone gets one all at once.

The strays were given a home after a Christmas quests many years ago...

You can also give them a bone.

Cats tend to be portrayed as schemers where as dogs are like “Ball!! Chase the ball!”
So from a purely narrative point of view there’s simply more to work with.

That said you could still get some decent stories involving dogs, so support for giving them some attention. Not 100% on the activities you’ve got here though.

Maybe a quest, and amulet of dog speak etc?
