Worlds 2 and 3. Home to a massive supply of Beggars and Scammers. We see people who come back day after day, always trying to scam or manipulate others. They get reported numerous times everyday. however!
there are flaws and loopholes in the current rules. and despite numerous reports, they brag that there is no consequence
. New players would rather scam to get starting cash than play the game.

I have a few suggestions to offer.

1)
Fully define and detail specific examples of how existing report options should be used for EVERY rule
. We need EVERYBODY to be informed and have access to information on what falls under which rule. Nobody seems to know.

2)
Put a Maximum limit on Begging before making it reportable.
Seeing as how Billionaires make extremely large profit taking millions from people who have much less than them. People see Rich-looking beggars and give them money expecting a gift in return. It is deception.

3)
The Offense Review team is lacking
. I think the more common threats, like doubling, scamming, macroing, luring should be taken more seriously. Increase the risk that comes with the actions to forcibly reduce to massive number of people committing the offenses.
Cracking down on the more common crimes makes them less common.


So many legitimate reports get sent in and those same players continue offending, something is wrong with that.

4) Make player mod mutes add Offenses until the review process is completed. It can easily be removed if they are innocent. Player mod mutes are no threat to anybody seriously intent on their crime.

5) Fix and detail the Disruptive Behavior rule. It doesn't work.

6) End Alt-Scape. Stop allowing Trades to be done between mains and alts. Everybody seems to abuse this one, be it Raffles, Events, Alchemy, or Treasure Hunter. Alternate accounts are legally bypassing Every Gameplay mechanic for High profits.

To be taken more seriously, swiftness and certainty of punishment is more important than severity of punishment. A rule breaker doesn't care about the severity of punishment if he/she doesn't think they will be caught.

very insightful post mate. A 24 hour mute is no true punishment for those scammers who pull in millions daily from other innocent players. Having first hand experience on other side of this scamming phenomena, I also support this post.

I only say that because most player mods i know and most chosen by jagex are very generous with warnings rather than skipping straight to a mute for a low tier scammer. They are typically good people and enforce the rules as best they can while enjoying the game. But since most scammers don't get banned for being too low risk, even when they make millions, they continue thinking they can't get banned from it. P mods would be very specific on knowing who the ones that deserve a temporary ban are.

I think also when making a new account, i remember the rules being listed in a side link, which most players tend to ignore. in making a new account, reading the rules should be something primarily displayed in one of the first few screens to raise awareness and lower the chance of people scamming a new player

Another reason I support the pmod ban ability is even the muted scammers use quick chat to spam "i need money." Still giving them the chance to unfairly take other peoples money.

TBH, I feel like my opinion will be disagreed with by most, but honestly just bring back the trade limit. People are always begging and asking for money and items, and if you want them to stop, just add the trade limit back in. Also I know it's virtually impossible to get rid of them all, but bots are also getting very numerous once again and I feel as if something can be done from this. Even in ridiculous places such as W2 clan wars there are bots. But other than that I would agree with mostly everything else. Except the offensive language, there's a filter and each player has access to the toggle. Also it's not that hard to add people to ignore list, or even hop worlds.
