I think a suggestion of Partyhat Cosmetic token would be great similar to how Zombie, RB Gaze token was released. This would give an incentive for players who want to have the cosmetic effect of wearing a Partyhat instead of shelling out billions of GP. I think as the new generation of players enter the game this would be an attainable goal.

No support, unless the partyhats received from the token would be distinctively different from the discontinued ones. Otherwise, it'd breach the trust between Jagex and the veterans, making the latter quit and discouraging new players to stay for long term (lest they face similar treatment).

I have had different partyhats before but it puts you at risk from lurers, hackers. I believe with cosmetic tokens this helps maintain the safety of having the rare and the goal. I also think Jagex can tackle rwting with cosmetic rares versus wearable rares as this is a challenge still to this day with the game.

I would like to see Jagex though add an extra layer of security for wearable rares if the cosmetic token was not incorporated.

That extra layer of security already exists: common sense. That's not in the hands of Jagex, more something for parents, teachers and friends.
