Seriously I've come on to cancel my sub on one of my accounts making me log on to the forums to then log into the billing then go to account settings where i must put in my log in once again and if i switch back i must also log in once again WTF is the point seriously .

ONE DAMN LOG IN IS ALL IT NEEDS JESUS CHRIST!

We feel your pain. The reason for this has to do with security, particularly as the pages you're transitioning between are secured differently. For instance, if you sign into the Forums and try to go to Account Settings, login will be required again as you are transferring your session to an SSL secured (https) area of the website. If you go the other way around to Account Settings first, then to the Forums, you'll find that a login is not required to transfer your session to an unsecured (http) area of the website.

Jagex has been working on implementing https security throughout the site, as they have just recently released this on the home page, but it's quite a task. Once complete, however, these kinds of issues should significantly subside except where additional login might want to be required, such as before monetary transaction.

Yeah I agree... it's very annoying having to log in multiple times on the website. You used to be able to click the message center in the lobby, which would auto log you into the forums without having to type in any details, but now that no longer works.

In these days where mobile browsing is the majority, not the minority. I am for lengthening the time before a login session auto-expires due to inactivity. A mobile device can be secured with a locked screen feature, so the need for a quick time-out for a Runescape site login is less needed to maintain security (PCs can be locked as well, so no difference there either).
