If there's an issue with a JMod, where can we raise the issue?If you have a problem with a JMod you have a problem with a policy, a problem with how Jagex are handling things, a problem with Jagex's current stance and you have to keep it 'general speaking' explaining it very well with good arguements also pointing out the benefit of the new outcome according to how you wanna see things changed. I will say this, it ain't easy as every case will be unique evenso you also have to deal with other JMods but it won't be impossible.

Where should those complaints be addressed?Just make a thread about it but do not pinpoint exactly in any direction to a specific address nor do mention the JMod, Jagex already have figured out themselves what your thread might be about. Or use this thread as you already have made it in the first place. Make sure you don't heat up too much, my experience is it will not pan out that wonderful, at least you can write in english very well.

You must not post here about receiving a Forum Mute as we review each one manually when they are applied, if you are still muted by a Forum Moderator, it usually means we agree with the action taken. However, there have been instances where we feel that the Forum Moderators' action was too lenient, and we apply a harsher mute or ban from our-side.

As I said it's the only place thats personal and free from peeping toms as it's auto hide.Yeah but maybe the auto-hide will make Jgex stand stronger even when they are wrong because nobody will know what it will be about. Making you own thread will make a player stand stronger if they really are confident they being at the right side.
