My suggestion is to turn forum moderator icon backgrounds to a different color when they're offline so that players can get in contact with online moderators for faster support. For example, having a misplaced thread moved to it's proper location.

No support for this as it could allow potentially disruptive users to research when moderators are or are not around and readily available. If I'm not mistaken, when the FunOrb Forums first came online, it would show the moderators online and the feature was abused so bad it had to be removed.

You cannot send them a PM on the forum anyway, so this would be absolutely useless regardless.

But do what Pippy said, it works like a charm ;)

Let's be real here though. Anybody who would do something like that would get removed regardless. They would also have to have nothing better to do with their time. Speaks volumes about the person that would do that.

I don't support the idea, though. I think there are more important issues for the web team to attend to first.

Indeed, more undisputed facts. :)

Forum moderators are volunteers, and absolutely the last thing they will be want is to be bugged while they're trying to enjoy playing the game.

^ A good point.
Also, I'm struggling to imagine a situation in here where a thread would need to be moved fast...

Still, I have had a few laughs picturing what would happen if this was implemented so thanks to the OP for that at least.

You have judged the OP too soon without thinking properly.
There's a difference in 'coming online' as how KYQArcher did picture it, coming online while logging into RuneScape still wouldn't give away a Forum Moderators' status in The RSOF, a Forum Moderator still would be offline in The RSOF.
A Forum Moderator getting access into The RSOF could switch from offline to 'online' thus theirs background (or any kind of signal) change to the status of being 'online'. :)
There's no problem with that as it actually already takes place by getting personally in contact with Forum Moderators in RuneScape while they play RuneScape without entering The RSOF.
The only downsite for Moderators will be, now it becomes pretty obvious who do the effort to come online into The RSOF and who doesn't.
