Unless it is for a Minigame/Minigames (in which case, the Minigames and D&Ds section would be the right place), Roleplaying (this section), PvP/Wilderness-related (need this one), Bossing (section this) or based around Events (this one) then I believe one of the Clan Recruitment sections would be best.

Could you give more details on what the group would be for, please, as that might help with giving any assistance (even if I can't suggest more, then others may be able to).

Well Off-Topic would possibly be best..

Such discussions are now permitted (not sure when the rules on that were updated, or how that's being moderated, as I've been away a while).

I haven't used off-topic much, since they merged it into one Forum (barely posted there at all, since I made this acc), so Idk whether they allow FC threads there. I could check, though (brb on that).

Vis a vis the Clan Recruitment section: Yes, you may post there for FCs, or could do, a couple of Years back, and they haven't closed any existing ones I'm aware of, in that time, so I presume it is still permitted.

Edit: Given the sub-rule in Clan Recruitment (I don't like tall people! Can I specify that I only want short people to apply to join my clan?

No, you can't specify any real life beliefs or characteristics as a requirement to join your clan.), it would appear that your chat may not be permitted there, if it's only for discussing one side, or only permits supporters of one side/group into it.

However, if it's an open debate, then it should be fine.

Hmm, it appears that they do not specifically restrict entry. If you did the same, then I'm sure your chat would be permitted.

I'm hoping that someone more knowledgeable of the rules, and their correct interpretation, will answer your queries, as I'm unaware of anything that permits restricting entry. However, you're allowed to set up a chat that is designed to be a gathering point for a type of person, so long as you don't restrict other types from being allowed to enter, should they so wish.

There aren't really any rules about kicking, that I'm aware of, so if anyone doesn't stick to behaviour you find acceptable, there's no rule that stops you kicking them.
