Now that I think of it, there hasn't been much significant progress under thousands of years of saradominist rule of most of gielinor...

But I think a joke god like brassica would be the one whose death wouldn't have much downsides

Yeah, for the entire Zamorakian and Saradominist army fighting in the Desert, and just barely.
As things stand, nobody has the manpower to lock Azzanadra away again.. ESPECIALLY this soon after the ritual and Zaros' return, he's stronger than he's ever been.

What if we take the most powerful enemies of sliske we can find and then imprison him? He has lots of powerful enemies... We just really need us, maybe few mahjarrats and some gods if you want and we can do it

There are conceivable ways to overpower Azzanadra and lock him away. Ask Jas very nicely?

But atom sized chances of anyone ever daring to try again especially, as mentioned, with Zaros now back.

I don't think he'd let his most loyal follower be imprisoned, or at the very least stay imprisoned for very long.
