From what I gather about Brassica Prime, his goal is to make sure that as many cabbages can grow as possible, since a plant's main purpose is to attract any animal that eats it so that its seeds can grow, and that it can reproduce. It should also be noted that some of what he says about cabbages seems to reflect on anima in general.
"Deliciousness is the source of my power. For deliciousness infuses every micro-cabbage that forms the world around us. It flows through the cosmos, infusing every living thing, thus binding them together. From the tiniest, humblest cabbage on this world, to the giant space cabbages that will soon arrive to enslave humanity, all are connected by the deliciousness."

While it is possible that he doesn't truly understand anima on a level as intricate as say, Zaros or Seren, and that he may have confused it with his own goals, what he says here seems to describe some of the characteristics of anima in general. It's for this reason why I believe that Brassica was either an ordinary cabbage steeped in anima, or Guthix or Seren had shown him something in the past. Guthix had allowed him to stay on Gielinor in spite of his Edicts (other tier 5 gods such as Tumeken and Elidinis had been kicked out), and Seren calls him a friend.

What if Guthix didn't want Brassica to stay on Gielinor? (If he was willing to banish Seren, I doubt he'd trust any other god with Gielinor, no matter how silly they seem)
What if Brassica instead overpowered Guthix's Edicts?

In order for him to do that, he'd probably have to be tier 1....
Having an elder god's personality would explain his weird quirks and surprising knowledge of anima mundi. His apparently nonsensical rambling could simply be too complex for our level of understanding.
And acting like a joke would cause others to not take him seriously and ignore him as unimportant.

Though this still leaves some questions. If he is hiding his identity as an elder god, why not go all the way, and pretend to just be a normal cabbage? Perhaps, he's not willing to allow himself to be consumed, and still needs to display some of his powers in order to defend himself, while not arousing too much suspicion.

This idea comes from the character Velika from Bionicle (Gen 1). Velika was introduced in 2006 as part of a resistance team comprised of weak villagers. The team's purpose was to defend their island from a group of thugs who had enslaved the rest of the islanders. Velika was an inventor and crafted weapons for the team. He also had a habit of offering advise through riddles and fables. As a side character, he would never get mentioned again after 2007. However, after the main story ended with the world's guardian going to rest in 2010, Velika reveals himself to be a Great Being, a group of legendary creators that made the world's bio-mechanical beings but had vanished long ago. He believes the world needs his leadership and intends on going on a killing spree against other characters who might be powerful enough to object to his rule.

Bionicle's story shares a couple of tropes with that of Runescape's (see my sig), so maybe this could be one more.
The legendary creators have been long gone from this world. When they return, they'll be surprised and angered of their creations' new sapience. Meanwhile, the world's most elite, summoned to be its guardians, have abandoned their purpose and intend to plunge the world into chaos. -- Bionicle or RS?

I think it's more likely Guthix just didn't give a damn about a cabbage, IF Brassica Prime even made himself known during the God Wars. Maybe Guthix actually likes cabbage?
Or maybe Brassica Prime is just a $#!^ god, a $#!& joke, and needs to be killed off ASAP?

I'm going with the last one.

Guthix was tier 2, he could have stomped a cabbage any time. :P And I sided with Marimbo in the Facepunch Bonanza because, well, monkeys.

I think that he felt Brassica couldn't really do any harm since he doesn't have a combative nature and just wants loads of cabbages around. In fact, this could actually have helped contribute to an ecosystem that would help aid with the Elder God problem.

"the giant space cabbages that will soon arrive to enslave humanity"

I don't think he's a completely benevolent being.
And if the godless believed him to be a threat to Gielinor, it's not too much of a stretch for Guthix to have come to a similar conclusion.

Would you be sad to hear that he was originally just a "king of the cabbages" - something that was referenced more than once - but the players kept mistakenly calling him a god and Jagex seemingly eventually forgot their own "lore" about him (such that it was) and thought the players were right?

I'm the World Guardian. I'm immune to most God magic. He's like Tier 5? I could eat him and suffer no side-effects. Probably wouldn't absorb any divine energy though.
I wonder if somebody besides the World Guardian ate him.. would they become a god?
