He is indeed called a Guardian, by both Juna and our quest logs. I know it's been confirmed multiple times by the devs that he is not a Guardian, that they cannot be made by Guthix.
However, nothing even approaching this discussion ever comes up in game. And, well, in game lore ALWAYS trumps out of game lore. It might seem kind of silly, but for the time being, for hard lore purposes, I think we have to treat the Balance Elemental as a Guardian of Guthix, and assume there is only one unnamed Guardian.
It gets pretty frustrating sometimes keeping track of what I know as a player versus what my character knows.

, run as fast as you can!" Grammatically speaking, "The Master" and "Him" would be the same person in this context. He is referring to Azzanadra, not Sliske.A

Seeing as how Azzanadra was imprisoned long before Sliske hid the Barrows Icon at the Barrows, and wasn't freed until after the Strange Old Man was at Barrows, no he isn't. Yes, but Azzanadra was aware that Sliske was taking the icon to hide it long before his imprisonment. If I recall, Sliske was working out plans with Azzanadra from almost the moment they found out what happened between Zamorak and Zaros. The wording doesn't lie. Everything he says points to Azzanadra. IF it is Sliske, I'm going to pester the hell out of Jagex until the dialogue stops making Azzanadra his employer by grammar.A
