From lore campfire (17.4.2014):
Original message details are unavailable.
8. Does Armadyl have any plans on retaking the Empyrean Citadel? If not, why not? It used to be his seat of power. This could also let all us Armadyleans have a possible place to meet him and talk to him, like we are able to talk to Zaros after the Fot* quests. This has been requested by quite a lot of players.

Mod Raven: Armadyl has more important things to worry about than the Empyrean Citadel for the moment. He might like to get it back at a later date, but he has other things to deal with first.

Because Stone of Jas up for grabs? As far as he knows, that's the only thing worth working towards now.
It must be easy.. not knowing about the Great Revision, not knowing about Sliske's master, not knowing about Xau-Tak, about the Dragonkin with the Mirror...
A
World Guardian
must learn to find
Balance
in themselves.
Only then can they
Control
themselves and forge their own
Fate.

Armadyl doesn't *know* that Sliske isn't a god, though. I think that ambiguity is what Sliske is counting on. I like to imagine that the gods can sense divine power, but having them all together in MPD like Sliske arranged made them unsure if what they were sensing was coming from Sliske or from each other.

Zamorak seems sure that Sliske is just bluffing. Maybe he was the first god to arrive at the Citadel.
The legendary creators have been long gone from this world. When they return, they'll be surprised and angered of their creations' new sapience. Meanwhile, the world's most elite, summoned to be its guardians, have abandoned their purpose and intend to plunge the world into chaos. -- Bionicle or RS?

Consider Armadyl's temperament/personality.
Going to war over the Citadel isn't exactly in his nature unless he had a far bigger reason for doing it.
He'd strike if Sliske was holding a bunch of Avianese captive or if Sliske was developing an anti-avianese (or other race) weapon.

In addition, like the others pointed out, Sliske has 2 Elder Artifacts. 1 of which is proven to be very effective at killing other gods. Probably even more effectively than any other weapon they can devise.
And Sliske is highly likely to use the Siphon in self-defense if he feels he needs to.
So for now, it makes 1 more effective deterrent to keep Armadyl away.

Take away the Siphon and the Stone, even if Armadyl thought Sliske was a god, then yeah, Armadyl might at least make a direct appearance at the Citadel to try to reclaim it.
Teleport in, wielding Bandos' war mace (from WE2), screech/caw loudly, followed in by a number of elite Avianese troops. He'd look around and stare down any of Sliske guards.
If Sliske isn't there, he'd let his Avianese take out any guards who are dumb enough to stick around.

~War with Sliske~
Would be fighting for his home Citadel, the place his Aviansie once lived, their only real home on Gielinor, not to mention their greatest stronghold.

~War with Bandos~
Armadyl: I don't like him! I DON'T LIKE HIM! DIE DIE DIE! D'X
Nothing gained...
except some Sliske points.
Runescape doesn't need a hero...it needs a villain. An all encompassing force of evil that will remain ever-threatening and use chaos to make the peoples of Gielinor tolerate each other, grow strong together, and fight side by side against this evil. I am that villain.
