The makeover mage probably wouldn't be able to do much on a Mahjarrat, since they're natural shapeshifters anyway, and not human :P.
Which is why my first post talked about a collaboration. This is the only person we've ever heard of that has done such extensive research in this field. Herhas even done some research into interspecies shapeshifting. Yes, the Mahjarrat are different, but that is only a lack of knowledge. That can be remedied. Though achieving a success wold be the real trick.

Still if the goblin potion works in a certain area and keeps the individual in that form until they leave, then surviving a pregnancy is a simple as the right method and wait there. Or at least an object to keep powering the transformation until it is no longer required.

This is not even the only precedence for such human developed magic. It's a hope for them at least.

I believe Mod Jack did raise this possibility, but later backed away from it for some reason.

Zaros might encourage his followers to sire children with other races, though Zamorak's faction seems more likely to indicate what the future of the race may be. Not just Enakhra and Moia, but there's also Khazard. We'll find out who his father is in Children of Mah. Enakhra would be the "obvious" option (I wonder if Zemouregal still intends to have children with her…), but Moia and Khazard could each represent alternatives.

We don't know how Mahjarrat mating rituals go.
We don't know if gender bending is all that it takes to solve the problem.
We don't know if it is even possible for one of them to change gender (there are some spells that have no effect on certain creatures like how Ice Spells actually heal an Ice Strykewyrm)

Given the Mahjarrat attitudes about the issue, it would seem that there is little they can do atm.

To me, mahjarrat shapeshifting is basically like putting that glasses-and-nose disguise on is for humans since Khazard sees through wahi's disguise instantly and the mahjarrat never use their disguises to fool each other

mahjarrat can shapeshift, muspah can't. If jhallan shapeshifted into a muspah, he wouldn't be able to shapeshift back. Same with the other mahjarrat's human forms. Meaning they didn't actually shapeshift 'into a muspah/human' they just shapeshifted into the appearance of one.

Lucien's not dumb, and if there was such an easy solution to their race problem he wouldn't have come up with the idea of moia (dumb≠overconfident... especially when that overconfidence is caused by gaining an insane amount of power in a short time)

I'm fairly sure the crystal shapeshifters can't reproduce and even if they could, angof hasn't, so there's no proof that [angof] is actually female... [angof] just looks like one.

The thing is, if a male Mahjarrat shapeshift into a woman, they'd be using up their energy to maintain it as well, as it is known, Mahjarrat can't keep the form for long without sapping power, so this is a bit tricky, as these form are more of a powerful transformation. Not only that creating a womb to allow a baby to be in costs another energy, weakening the said Mahjarrat. Now we got a good (nine maybe?) months for the baby to come out, which is a problem there as well, as we are looking as another energy drain, as when the baby is formed, the mother's energy is halved and given to the baby. After that, it's the giving birth towards the baby which causes the Mahjarrat to also lose energy.

So a Male Mahjarrat changing into female would be suicide, as they would be losing more power than what a normal female Mahjarrat would lose. So they'd either die, or would be then captured and sacrificed in the next ritual, which is a very, very long time.

There is proof, if talking to her, she state she was once male, but thanks to the shape shifting, she became female. So she is female (now)

The Cywir elves have transcended their form and become crystal. The mere fact that they have an outwardly elven form is an expression of will.

Xiaoqing brings up the great point - Mahjarrat shapeshifting is a form of disguise, able to be pierced. I get the impression it's more illusion, than actually biologically transforming into a different creature.

Beyond that, Mahjarrat reproduction is a giant muddle that really needs to be cleared up. Mahjarrat are made animate by the direct power of an Elder god, whether from within themselves, or from Mah (as in the Ritual of Enervation that created new Children of Mah on Freneskae).

Yet, on Gielinor, dialogue and writings from Zemouregal, Enakhra, and Palkeera make it clear that male and female are involved in siring children (Moia's a little more of a toss-up). We've seen no evidence that the Mahjarrat knew of the current Elders' resting places, much less siphoned from them. And then female Mahjarrat have breasts, indicating they nurture their young (though this may easily just be lolgameboobs).

Perhaps FotG2 will finally answer how Mahjarrat are born on Gielinor.
(Though, given the development team, I'm really hoping they can somehow make this quest as lore-light as possible).

You're assuming that the rules which govern Mahjarrat shapeshifting are the same as those for crystal shapeshifters. They are probably based off of the same, or a similar, concept (e.g. crystals), but one may be more limited than the other for various reasons.
