You misunderstand the role and powers of the Reaper in Gielinor completely. He doesn't get to decide who lives and who dies.. he's as much a slave to destiny as we are. I believe it's in The World Wakes that Death explains this to us himself. He is unable to take the life of a being whose time has not come; likewise, he is unable to save a person whose time has come, no matter how much he may wish to do so.
The idea of him charging us money is more of a game mechanic than lore, but I think I can make a quick guess. Death is a Guardian of Guthix (as is the World Guardian), and the entire point of the Guthixian dogma is Balance. As a predestined person of great importance, we defy that balance when we die but are not dead. As such, rather than giving up our soul, we must give up something of physical value to be taken out of the world, to maintain a balance that was broken when we defied the normal laws of death.A
IT was stated long ago in a Q&A that we do not die, our death in-game is never hinted, or even canon, Sliske's quote on it is simply breaking the 4th wall. But our character never die.
