Well they ran a few quests that involved helping out Trolls. I'd say Trolls would give Ogres a run for their money in a contest of "race most dumbed-down by Bandos."

Goblins are the most dumbed down race in my opinion, if not the most in RuneScape history. 'Thinkers must die' - They're among the more intelligent races of Bandos, he should have thought about that and used it. And throwing them as bodily ammunition at Armadyl, as well! Armadyl actually did that goblin a favour by squashing him. People can say whatever they like about gods like Saradomin and Zamorak, but at least they never humiliated their own. Apart from Garlandia's case, she should have been respected for her peaceable stance.

Also, ogres had managed to make a society and culture for themselves. They have markets and cities, and the females even have banks and a tourist resort. Goblins on the other hand have literally nothing. The most they have to culture is those three camped near the Observatory, not counting the Dorgeshuun who defied Bandos. Even trolls have a culture and have taken up culinary and agriculture skills. The goblins, on the other hand, resort to raiding cabbage patches and stuff.
