So a few hours ago I was in the Tower of Voices when I noticed a Gaurdian of Armadyl walking around. I tried talking to him but he said he was too busy to talk.

Speculation: was he sent as an envoy to propose an alliance between Armadyl and Seren? Will they team up in the Endgame?

Has anyone else seen him or similar npcs around the game?

Doesn't a guardian of Armadyl npc appear to you sometime after the Temple of Ikov quest, if you betrayed Lucien, telling you that they failed to keep the staff?

You probably saw someone else's spawning of the npc, hence the typical "im too busy to talk to you" schtick

While this makes sense, the idea of someone doing enough quests for Elf City but only NOW getting the letter that leads to WGS is a bit silly.

Um in my game Seren teaches Armadyl something instead of making an alliance.

She tells him how his vision of justice was not right: he had no right to kill Bandos (yet). As she said (in other words sorry don't have a transcript), justice can only be enforced once a crime was committed. Since Armadyl moved to strike Bandos down before he could have made any act of horror, that was not justice, and just a violent kill instead.

Armadyl had something he wanted to talk with her about (likely that alliance I guess), but that statement took him offguard, and he responded he wanted some time to think all of that through, and left.
