I doubt it's Xau-Tak. It would be really forced and wouldn't make much sense overall.

Sliske's master is clearly Lucien anyway. Maybe you guys are seriously overthinking this and it (was) Zaros. The cutscene took place before FOT* and Zaros lied when he said he wasn't working with Sliske.

IT IS NOT XAU-TAK.

Xau-Tak is Wilson's personal thing. The fact is, Osborne would not let Wilson make Xau-Tak so important as to be the one be behind Sliske. Xau-Tak being the reason Sliske is so interested in us is already cutting it close, they definitely wouldn't let it go any further.

Couple that with the fact that the quest clearly indicates that Sliske lost interest in Xau-Tak a long time ago, and is known to have been serving Zaros as recently as the start of the Sixth Age, we can definitely rule it out.

If it were Xau-Tak, it would be incredibly bad storytelling, and Jagex are better than that.

If you guys want some actual candidates to speculate over, I suggest Zaros, Jas, or the Sixth elder god.

My money's on Zaros or the Sixth Elder God personally.

Looking back, I think Sliske talking to the Stone of Jas itself makes the most sense. Him serving an actual entity (besides Zaros) really does not fit his character, especially since he was still working for Zaros until Fate of the Gods. Also, the voice's text is orange, which is Jas's colour.

And we already know that the Stone of Jas possesses some degree of sentience from While Guthix Sleeps. Take a look at the WGS quest journal.

Original message details are unavailable.
I've seen a vision by touching the strange orb. It has communicated to me that it is 'The Stone of Jas', owned by Jas, and protected by creatures she enslaved for the purpose - the Dragonkin.

Also, note that we trigger that flashback by touching a crystal inside an orb... Like when we touched the Stone of Jas three times previously. Could that orrey have been a disguised stone of Jas, or maybe the crystal was a piece of it? Food for thought.

We know that Zaros had some contact with Sliske pre-FOTG, as Sliske's game was his idea. The only source that Zaros couldn't lie in the mind threshold is Zaros himself. It's entirely possible he lied about not being able to lie.

But I agree it's probably not Zaros, as we would recognize his voice. I'm gonna stick with my theory of it being the Stone of Jas itself, since we know it's capable of communication.

I agree, the manner of speaking does lead me to think that it's a Dragonkin. Maybe Sithaph since he's been VERY conspicuously absent since Ritual of the Mahjarrat. Or maybe it's Silkath, the Dactyl that appears in the background of a cutscene in Hero's Welcome. Would explain why he's the only Dragonkin (besides Tarshak) with a completely unique model, despite not having a single line of dialogue. And would explain why the voice is unknown, since we've never seen him talk.

And the Dragonkin would certainly be interested in a contest designed to kill false users. And then a gathering of them all in one place alongside the stone itself would be irresistible for the Dragonkin.

Sliske could even still be serving Zaros as a double agent, since having the Dragonkin all in one place at endgame would be useful for Zaros's goal of dealing with them.

If Jas was referring to the Stone as her agent, and our character just misunderstood, that's bad writing. My initial reaction to the question was that she was referring to the Stone as her agent, and not Sliske. For all the dialogue options to then be referring to Sliske would be terrible.
