They would have left those alone (the hidey holes), because it would be obvious what they were being used for. This is just because it's not completely obvious what certain armour pieces were doing in your bank and rune armour is not really deserving of the alch price it has, considering its biggest use now is for alching, so they're changing the alch price to better fit its level. This means the alch price for rune and below are a lot lower than they use to be, they're being replaced as alchables by salvages.
So rather than make assumptions on what you were keeping that certain armour piece for, they chose to give you the choice by converting the item into tokens. So if you're using the items for alching/disassembling, you'd trade the tokens/tickets in for salvages, if you wanted the armour you can trade them in to get your armour back. And in your case, I think you can trade steel tickets for ingots.
