Why do divine locations top out at a t50 ore? I understand that rune still has some use as elder rune, but shouldn't the higher tier ores have divine locations as well?The philosopher troll, born with the hands of a skiller and the mind of a jester.
They haven’t added divine locations or transmutation because they want ore prices to settle naturally before they add injection methods. Divine locations bring in lots of ore in a single day.
Transmutation, on the other hand, acts as setting a minimum resource cost between one tier and the next. (I.E. six adamantite ore almost always costs less than one reunite ore) and would have most definitely impacted higher level ore prices.

This was an oversight, as is to be expected with such a large rework. Instead of complaining how about submitting a bug report?
Anyways, Jagex mentioned as early as the second beta that they were currently not going to add content above Runite (t50) until the rework is stable (Except stone spirits thru geodes). 'Stable' hasn't been given an actual definition as far as I know, but you can assume it probably means until the prices of all affected things stabilizes and Jagex can properly assess the value and impact of these things.
As was stated above me, divine locations bring in lots of ore with little effort (devaluing), adding in higher level salvages and such could be problematic because we all know how good Jagex is at predicting value (like setting the elder rune bar at 90k ea....).
They also touched on the possibility of the higher-levelled bosses having some, now mid-tier, runite items (or salvage) replaced with higher, more appropriately valued items (or salvage).
Patience as always, we know how long this rework took from first mention to launch.
