FOR NOW MAJORITY OF THIS THREAD IS A TEMPLATE, WITH MYSELF AND HOPEFULLY OTHERS CONTRIBUTING IDEAS TO MAKING IT POSSIBLE.


With all this talk and requesting of "skillcape perk ideas" I've come up with an idea that kind of revamps the whole mechanic of skillcape perks and a new drive to persist in training the skill.

What I'm thinking is a set of skillcapes that each skill has 3 tiers of perks. The first tier unlocked by gaining 99 in said skill. The second tier perk is either unlocked by gaining either 120 in the skill, or achieving a Pet reflecting that skill. The third tier perk is unlocked by both having 120 in a skill AND unlocking the pet reflecting the skill. In addition the only way for the benefit of the Pet to tiers to be in affect, the pet must either be an active follower OR overriding a familiar in use. So example as follow.

Tier 1 Perk of skill
-Level 99 in skill.

Tier 2 Perk of skill
-Level 99 in skill
-Level 120 in skill
OR
-Level 99 in skill
-Skill Pet in skill active/override.

Tier 3 Perk of skill
-Level 99 in skill
-Level 120 in skill
-Skill Pet in skill active/override.


I feel like this would be a nice way to implement higher tier perks because at this point there is no reason to train most skills past 99, unless reaching the 120 milestone which could be rather dry. Those players trying to achieve better tier perks and haven't gained Pet yet, it gives a sense of goal and possible anticipation of training a skill past 99 up until level 120.

The next discussion about if that was implemented, what would be each skills set of 3 perks, and keeping them balanced reflecting their tiers.

Even if a template below is already filled out, please submit your own! Use already existing perks or your own!

COMBAT RELATED PERKS

Attack
Tier 1: Provides a chance to not degrade various items when not in combat.
Tier 2: Gain a 20% chance increased in accuracy when fighting something not weak to melee-based combat.
Tier 3: Threshold Abilities in Attack-Based styled abilities may be used at adrenaline 35% opposed to 50%.

Strength
Tier 1: Dismembers damage over time will last an additional 2 seconds.

Tier 1: Provides the affects of a portent of life whilst it's not on cooldown.

Tier 1: Provides the ability to spellbook swap at banks.

Tier 3: 10% Increase to Hitpoints

Tier 1: Burying bones in a player owned house will always act as if having 2 burners lit.

Tier 1: Provides a chance to not consume a charm when infusing pouches.

Tier 1: Provides a chance of being awarded double tickets at the brimhaven agility arena.

Tier 1: Instantly clean all grimy herbs in your inventory. No experience gained while doing so.
Tier 2: 10% when mixing a potion to crease a "dose (4)" potion.
Tier 3:

Hunter
Tier 1: Provides the ability to gain the effects of a juju hunting potion.
Tier 2: Provides the ability to hunt without the use of bait.
Tier 3: Provides a 10% chance to receive up to 3x the resources from a single catch.

Invention
Tier 1: Provides bonus charge drain reduction.

No support.

Skills stop at lvl 99 for a reason, there shouldn't be any benefit from training past that level (unless it's a 120 skill like dung, invention and slayer).
And btw runescape mobile is coming soon, we should focus on content for new players (because we will get a lot of them from mobile) instead of content that takes months if not years to reach.
