I was having a thought about this. Do you think it will require Missing, Presumed Death or will it be an outside storyline quest, like Death of Chivalry was?
I think this depends if they want the Empyrean Citadel to be part of the quest ( though I doubt it seeing as Sliske owns the place still) if not, either they'll mention it and depending on if the player completed it or not may interject they've been to the Citadel.

I was thinking about that earlier today, and while MPD is certain to be a requirement for a LOT of quests (Think on the level of Priest in Peril, the Restless Ghost, or Icthlarin's Little Helper), I don't think it will be a requirement for Rite of Passage. Jagex was uncertain of the role Armadyl will play in it, so chances are that his role will be independent of MPD, but it could acknowledge it if you did it, like how Zamorak and Saradomin mentioned the events of Death of Chivalry, which I assume is only the case if you actually did that quest. Like, there could be some throwaway line that mentions your decision in Missing, Presumed Death, but the quest itself isn't going to tie in with Sliske's game.
It's somewhat troubling that it sounds like we won't be getting a quest until early 2014 now, if RoP is the next one scheduled for release.
I do wonder how many are in development now, seeing as RoP and Fate of the Gods are the only ones we know about that are in actual development stages now. I think I speak on behalf of most lore-lovers out there when I say that I truly hope 2014 provides more quests than 2013 did; even if the ones we had were memorable and/or impactful, they were certainly far-and-few in between."All great changes are preceded by chaos."
@Aterivus I don't think those are the only quests in development, but they are the only quests that people are really looking forward to and want to hear about. I hope they have maybe a couple smaller quests in the making, but who knows.
If no quest are lined up for the remainder of the year I do hope they have some decent content besides Rise of the Six next week.
