With Pieces of Hate introducing Ulthven Kreath (an ancient underwater sunken temple, once built and inhabited by Dragonkin) and with elite dungeon 3 being set in Ulthven Kreath, would it be possible to open up a new area to explore - namely, the underwater?

This new area/city should be situated in the underwater. Like with access to Tirannwn lands and Prifddinas, access to the new area should be unlocked via quest (Quest A) and access to the city should be unlocked via another quest (Quest B). Quest A can be a standalone quest. Quest B should have Quest A as a pre-requisite. If the city is going to be based in Ulthven Kreath, Pieces of Hate should be a pre-requisite because Pieces of Hate introduced Ulthven Kreath. Like with Prifddinas, we can rebuild a city that is connected to Ulthven Kreath and explore more about the how Ulthven Kreath came to be.

The underwater area/city should not be necessary/requisite to access elite dungeon 3. Instead, it should be used as a supplement/support to elite dungeon 3. As for resources/destination options in this area/city, there can be a bank and/or grand exchange. Perhaps we can have an underwater version of player owned farm - breeding fish. If there is going to be another version of breeding animals, perhaps it would be a good idea to have a separate "bank chest" to store animals in if bank space is a big issue for most players that already have max bank space. There can be an invention workbench in the city.

Hope unlocking a new area/city via quests will be possible. I really did like the teases of Priff via quests and enjoyed unlocking Priff. Hope that we can get something similar to live up the hype.

This seems like a very nice concept.

I'd suggest, for xp-rate balancing reasons, that if they have 2 Player-Owned Farms, that you can only have one running, at once, and have to choose between which one you let go fallow.
(That way they can have decent xp rates, and incentives, without making the skill too fast a progression).

I think that's a good idea too - to make sure that the farming skill isn't being leveled up too quickly/easily.

Another possible resource area at the underwater area is the new ores that are coming with the smithing/mining rework.

And for the npc's that inhabit the underwater area, they can be the "friendly monsters" that escaped elite dungeon 3 and want help to maintain/rebuild the underwater area.

Just another suggestion for this new underwater area/city, perhaps we can have an afk version of hunter training. The exp rate of course will be less than other forms of hunter training, but it gives an alternative to training hunter.

Another idea that I just thought of based on the latest news update (the map of Gielinor)... Perhaps over the course of several weeks, a piece of land in the southwest corner of the map in the sea can pop up and start growing. Whether it be due to some supernatural force or a volcano slowly erupting, a small (or large) island can be formed and people of the land can gather at this island. Underneath/next to the island is the underwater city/area, which is wear people of the sea reside. I think that this would be a nice teaser to have an island to keep growing until it reaches its appropriate size on the world map.
