I don't think this is really an issue of balance at all. If the game was balanced properly pures wouldn't exist, they wouldn't be vital for PvPing below max combat. A pure in soft leather would easily beat a main of the same combat level in their best available gear.
Depends on how efficient that main is. Personally I had torso, b gloves, fire cape before I had above 45 defence and before I had above 60 attack. I think an efficient main could easily destroy a pure if they have the items that benefit them.

Anyway, the combat level point is more that people have optimised stats for combat levels rather than blindly levelling random skills like some people tend to do. Those pures are unable to wear all the nice strength gear we can all wear though, which is what really matters.

Removing peoples ability to pure would make PVP more open to people though and possibly bring more casual players in to PK.

Because right now if a casual players going to go PK their just going to see someone with a similar cb level, and get wiped because their a pure.

If we remove the ragging with a G maul account tactic known as pureing then im pretty sure a lot more people will be intersted in PKing.

Most mains aren't concerned with their relative strength for their combat level, because, for most of the content they are doing, their combat level is irrelevant.

Monsters don't care what your combat level is, and you can attack any monster at any combat level, so it doesn't matter if a main levels up their Prayer along the way and raise their combat level as a result.

A pure is going to keep their combat level low by not leveling stats unnecessarily.

So it's far more likely that a main is going to have more balanced stats, and thus be weaker in PvP because their relative offensive power is much weaker.

A main at level 80 combat would get absolutely dumpstered by a pure at level 80 combat, because the pure is going to have the attack power of a level 126 combat character.

For reference, 99 Strength, 60 Attack, 99 HP, 99 Ranged, and 99 Magic will get you only to 78 Combat, but 61 in every combat skill will also bring you to 78 Combat.

Who do you think is going to win in a PvP fight in that case?

Even if the main tries to be efficient with what they level to get the biggest power spikes, they're going to have a higher combat level.

70 Attack for a Whip, 70 Strength to match, 65 Defence for Bandos, no Magic or Ranged, 43 Prayer, 70 HP? 84 Combat.

Drop 10 Attack levels so you only get a Dragon Scimitar? 81 Combat.
Drop 10 Defence levels so you only get Fighter Torso and Helm of Neitiznot? 78 Combat.

So even while leveling efficiently, even with the best gear you can get, you actually have less strength overall than a pure who totally ignored Defence.

99 Strength versus...
70 Strength
+ 4 (from Torso/BCP)
+ 3 (from Helm of Neitiznot)
+ 5/6 (from Rune Defender/Dragon Defender)
+ 2 (from Tassets)
+ 6 (from Barrows Gloves, upgraded from Mithril Gloves)
----
85 Strength

You're significantly weaker at the exact same combat level, even if you have the best gear.
I'll keep score from now on.

too long to quote fisher.

But that's exactly why we should remove the 'pure' playstyle and stop supporting it...it completely breaks PVP combat and encourages people not to level their skills.

And if there is something in that game that encourages people not to increase their combat level or increase their defence then that is clearly a bad thing and needs to be changed.
