Although I have seen times in which players have gotten pets from monsters outside the Wilderness and unfortunately died before leaving the boss area. So simply being outside a PvP area is by no means a guarantee of safety. I will however admit this is likely a much smaller sample size of users.
Plus not everyone is lucky enough to get the pet their seeking in just a few kills. Some people have dedicated weeks and hundreds, maybe thousands of kills to a particular boss, especially in the Wilderness. If you ask me, the thrill of possibly losing a pet someone spent hours and millions trying to get isn't worth the time... but that's just me.

The risk of getting pk'ed, potentially multiple times, if worst, many times way before you can even get the pet, in my opinion, should be enough of a "thrill" that people venture to the wilderness gets.
Look on the bright side for pkers, people buying pre-insurance are more encouraged to actually venture into the wilderness to kill bosses, which increases chancesthe pkers will be able to pk some of them.C(h)vt(k)y
doesn't sound like a bad idea, however, you should be made to have killed the monster that drops the pet a certain amount of times and/or the pre-insurance only lasts a few hundred kills. (too much? maybe)
