To make the better prizes look even better?

Gravy makes the main course tastes better.

"Cheap" items make the rare prizes like 200 mil gp, rare cosmetics/pets etc look more expensive.

And of course, although not very rare, I believe most players value the xp lamps a lot more than many rare cosmetics actually. ;)

TH is designed to be predatory gambling, so by adding junk prizes, Jagex is able to obscure the average payoff to make it more random than if you got e.g. at least a small fallen star every key.

If it didn't make it count as gambling legally, the junk prizes could actually have been empty slots/losses entirely. But by having those junk prizes there, they're able to say "you always win something", as if it matters at all outside the above. > )

The "useless" rocktails, runes and such are still very useful for low level players to catch up.

The xp lamps are really the best things on TH since to many players, especially the causal ones who only have an hour or less per day to play games, TIME is far more valuable than gp. :)

Of course, you are going to tell me that each spin giving back 1m on average would be a bit ridiculous. Yes, of course it is, I'm not saying it should be that way, and neither is Blackwing, I am aware there are free daily spins.

I believe those who usually buy TH keys with real money don't aim at these "useless" items like rocktails and dark arrows. If they get these things, too bad, but at least they still win something.

Don't forget TIME is priceless to many players. Those who get xp lamps can at many occasions see their investments on keys well justified.

And then there is the joy of obtaining rare cosmetic items that other players don't have.

TH doesn't only give players the fun of winning just a few gp, it also gives them the joy of saving time and looking prestigious. ;)

I suppose it's part of the balancing process, some rewards will be good, some others, not so much

Then again, what may not be useful to one player may be very useful to another, so it's rather subjective
