Perhaps if i add a few of my own, i do love the defence and ranged ones.
- Perhaps a 5-10% chance to make a 4 dose potion instead of 3?
- Making the cape act a full camo for all areas and free teleports to the hunter master?
Prayer - Restores prayer points at 1 point per 10 seconds overtime? I feel the balance would come from the prayer cape lacking the offensive bonuses which the fire cape/ardy cape would otherwise provide.
- 10% chance you will string or cut 5 items in which succession speeding up fletching for those who do it at 99 for profit.
I think construction could be altered slightly due to the price tag it comes with. Perhaps the ability to build something which uses the cape for a nice handy bonus?

adnagaporPsaid: since slayer is the hardest skill in the game i think it should have best buff of all so i'm suggesting an ability to freeze a task for 24hrs so it wouldn't use up any kills from the task
That seems way too overpowered.... For example if someone gets a dagganoth task, they could spend the day there with guthans...!
I like the ring of life suggestion for Defence cape. Slayer perk should be something different than get a free task imo. Maybe it can be something small, like 1 extra slayer point from every task completed. Another idea for Slayer cape, adding slayer rings to it allows it to be used as a slayer ring. Teleporting you to the places, limited uses though depending on how many slayer rings have been added.
Herblore cape, perhaps it can be combined with the Herb Sack? This would allow you to store herbs inside the cape and withdraw at a bank. Saving one inventory spot whenever you hold herbs.
Fishing, maybe it can have a very small chance to catch two fish at once?
edit: Max cape should get only one perk. Please don't combine them all into one.
