If you wish to report people, please try the Support team as they actually have ban access. Content developers can't help with this.
While wielding the ballista, if the player is wearing a cape it will slice into their legs. Will this ever be fixed??
If it involves major changes to the appearance of the ballista, such as to make it considerably smaller, we may actually prefer to keep the slight clipping issue since it does no practical harm.
Ring of suffering with unlimited recoil effect seems to be not passing at the moment...
Will you consider repolling it as having chargeable recoil effect...
Totally, either like you described or via the long-awaited dragonstone sink. We've had strong support for this sort of thing. Though adding charges to it would be a rather larger job, so we may not be doing it in the immediate future.

It doesn't just clip it goes right through the player's legs, can't it be made similar to how the cape animation is for god swords?
I think we found it extended too far out of the player's tile and clipped with everything else if we tried holding it like that.
Will... ever be fixed?
While we obviously like to fix bugs, the testers get a lot of reports, and sometimes the minor cosmetic issues will end up having to take a back-seat to other bugs that have more harmful effects. Sorry.

Yeah, the GFX systems of RuneScape were designed to work on low-spec computers in 2004 inside a browser applet. There's a lot of optimisation been done that involves making assumptions about render orders, etc. This means that when a player's interacting closely with scenery, it'll often have minor graphical issues. It's a shame, but that's how RS was able to exist at all in those days.
P.S. I'd suggest you right-click the 'Report' button in the game, as there's a bug report form there that lets you send your messages directly to the testers. But, as I've mentioned, minor graphical things aren't always going to be a priority for fixing, and sometimes may not even be possible to get perfect.

But the Guthan Chainskirt is a pretty iconic item, and it's been broken for like 1½ year now. It's been broken for so long, that it blurs the lines between being a bug or intended for some people. Some people think it may be intended because "It's a chain, so being look-through kinda makes sense, yeah?" but you can literally see the top half of our legs is missing, and it still looks normal and good on females
I tend not to be personally involved in GFX updates since I can't actually do 3D modelling myself, but I gather a lot of items were remodelled back then because their polygon counts were too high. The artists did their best to preserve the appearances while retopologising the models, but may not have always got it exactly right.
Anyway, if you're sure it's meant to look differently, and you're also satisfied that players aren't going to complain about such an iconic item changing its appearance after so long, you can always right-click the 'Report' button to tell the testers in detail how it's meant to look.

Sorry, I get a lot of questions and can't promise everyone an individual reply. The answer to yours is that the emote they're doing was nabbed from the Shadow of the Storm quest, where you hold up the sigil item. You may find you can still do it with that sigil.
So basically nothing interesting...
I'm afraid it's not going to be a brand new boss or an ultimate weapon of awesomeness every week. Sometimes we take a moment to deal with little niggling things and blitz through a bunch of bugs, even if it's not so good for the internet hype.
I wish there'd be a fix to the "city" music in the Wilderness (which may or may not be thanks to the Resource Area)...
I don't remember us changing the music when we added the Resource Area. Mind you, in 2004 when RS2 came out with music in the first place, Mod Ian (not related to Ian Gower) didn't have time to create an individual track for every area, so the Wilderness ended up with a lot of recycled tracks, and a lot of them would still be there in OSRS. I suspect this is one of those situations.
