Hey Brett, I've actually been experiencing a similar situation to you regarding a rejected credit card payment (this was for membership and not bonds). I've been in contact with my credit card provider and with Jagex, but I haven't resolved the issue yet. If I find out anything, I'll pass it on.

Originally, the bank that provides my credit card blocked Jagex in January (after years of having recurring payments to them). I had them lift that block a few days ago, yet I am still experiencing rejected payments with my card.

Let me know if you find a resolution. My next step is likely going to be trying out PayPal as a work-around.

I'm posting back to update anybody who may be interested regarding this issue, as I've received a couple of private messages from other players who were experiencing the same problem as me and the OP (and the issue seems to be linked to the credit card providers that we use; those that I've spoken with all use the same credit card provider).

I was able to successfully work around the issue. When entering my credit card details into the Jagex website, my payments are still rejected (and I believe this issue is on the bank's end, despite them lifting all blocks on my credit card account).

As a simple workaround, I created a PayPal account, and I linked the same credit card to that account and processed my membership purchase. The payment was successful, and I can see it pending on my credit card transactions. There were no extra fees using PayPal, and I still received my grandfathered membership price.

I hope this post helps others who may be experiencing this same issue.
