My credit card issuer decided to flag and hold my recurring monthly payment this last month (don't ask me why I have no idea). I called them and cleared everything up, but when going to resubscribe it keeps rejecting my payment as if it was still held. What can I do?

I had the same exact issue (and have come across others with the same credit card provider and the same issure). Luckily, I found a workaround. I ended up having to create a PayPal account, and then I linked the same exact credit card to that PayPal account. When I processed the payment through the Jagex store via PayPal, it was not rejected.

There were no extra fees, and I still received the grandfathered membership price on my account. Also, I think it's set up as a recurring charge, as if I used my credit card directly on the Jagex website.

I see, well that's pretty strange. Hardly play anymore as it is, if they can't figure it out soon and I lose my grandfathered rate that'll just probably be the end for me. I'll just pay through bonds in-game then if I feel like picking it back up.

From what I've gathered, the issue seems to be on the credit card provider's end. I contacted my credit card provider three times to ensure that all blocks were cleared, and the final time the support staff stayed on the line with me as she tried clearing various things with my account. Each attempt gave me the same rejection notice.

When I contacted Jagex, they could see each of my attempts but confirmed that the credit card company was denying those attempts.

Initially, I didn't want to move to PayPal if I didn't have to. I kept trying every couple of days over the past two weeks (I ended up using a bond to preserve my grandfathered rate). I hit my 3 day notice today, so I created a PayPal account (very simple) and connected my credit card (also simple and no added fees). I was able to set up a recurring charge quite easily on the same credit card, simply using PayPal as a medium. My credit card company actually accepted it this way.
