2019 doesn't appear to be on the list. Which means dev probably wouldn't start till 2020. If the size was comparable to Batch 1 of The Arc, then dev would still take ~ 4-6 months.
The next issues are: - what exactly would Fossil Island do for the narrative that we don't already have? - what would make it better to add over say development of an expansions to Wushanko Isles (ie: locations after The Arc) or to other story dev like Elemental Workshop, Gnomes, etc or reworking quest lines that don't really mesh with the current story (ie: King Arthur)
Plus the devs who championed it are working on OSRS. And ... RS3 doesn't need everything that OSRS has
I'd rather have the barge workers removed until an actual update is coming.

The new, interesting and useful content doesn't need to be added to a specific new map. We can see that from M&S Rework. The question was, will RS3 *ever* get Fossil Island. Your response assumes a literal copy-paste of the Fossil Island of OSRS, and makes sense in that context. However in reality there is no reason why a Fossil Island can't be added in the future. Even if Jagex just decide to add a new island for a quest, and decide to give it the name "Fossil Island" they would have technically added it.
It's worth noting that (for obvious technical reasons) the OSRS Prif will not be an exact recreation of our Prif. It will just utilize the same lore, and be located in the same part of the world. RS3 doing Fossil Island would likely be similar in how different would be to the original.

As far as "have Guthix killed by Sliske" is concerned, that is a plot point, not a piece of world content. In fact it's the very piece of lore which depends on NOT happening for it's continued existance. As such, it (and everything RS3 has as a direct consequence of that, such as Divination and Invention) cannot ever be added to OSRS. However that hasn't stopped Jagex from working around that problem; if they can come up with a reason for an alternative Invention-like skill to exist in OSRS, they'll try to add it.
Deltaslugsaid: OSRS getting Priff and Menaphos isn't quite the same as them getting The Arc. Remember that both of those cities have been on the map and in game lore since long before '07. My response on The Arc was a rather wordy form of "never say never". There's no unwritten rule that the games can't recreate or reimagine content from one game or the other. There's no burning need to, but as soon as justification comes along they would do it.
I still wouldn't expect to see The Arc appear in OSRS this year, next year or in the near future, but a question of "will this ever..." implies a degree of certainty which we can't give when there's nothing explicitly prohibiting it. Finding easy reasons to include a thing just means it's likely to show-up earlier, if anything.

The JMods have said there are numerous questlines they have purposefully not finished, because the reward would have mostly been the same - access to a new area with high-level skilling facilities etc. and one of those rewards could easily have been Fossil Island. That's not to say the planned Fossil Island was what eventually made it into OSRS however.
The biggest hurdle seems to be, how do you do such content in a way that it's satisfying (like Prif) but doesn't simply replace Prif as the best place for high-level skilling?
Prif is too new for a drastic rework, which is a problem here. Maybe a future update could spread-out the skilling between multiple locations (kind of like how Prif has clans right now). Of course, for that to work we'd need all those other big cities and locations to be added all at the same time... which could be a rediculously huge task. It's something I can definitely see Jagex doing at some point though.
I'd rather get the Eastern Lands Continent..The Arc Chapter 3 to complete The Arc trilogy needs to happen. ak haranu says he's from the eastern lands meaning the continent. We can't leave him just as the seller of bolt racks.
