At this rate, doubt it.

2019 doesn't appear to be on the list.
Which means dev probably wouldn't start till 2020.
If the size was comparable to Batch 1 of The Arc, then dev would still take ~ 4-6 months.

The next issues are:
- what exactly would Fossil Island do for the narrative that we don't already have?
- what would make it better to add over say development of an expansions to Wushanko Isles (ie: locations after The Arc) or to other story dev like Elemental Workshop, Gnomes, etc or reworking quest lines that don't really mesh with the current story (ie: King Arthur)

Plus the devs who championed it are working on OSRS.
And ... RS3 doesn't need everything that OSRS has

I'd rather have the barge workers removed until an actual update is coming.

OSRS getting Priff and Menaphos isn't quite the same as them getting The Arc.
Remember that both of those cities have been on the map and in game lore since long before '07.

The issues with Fossil Island is that it has been teased for about as long as those but it is also relatively minor in terms of in game story..

Kudos does play a role in Temple at Senntisten.

In addition, there is a little bit of free XP locked behind it.

Have a mini event where the community builds the barge, just repeat all the assets from the Invasion of Port Sarim where we build the Sarim's Revenge.

Then, mini-quest - Curator Haig attempts to launch the barge ... which promptly sinks.
The museum can't afford to try to send another expedition.

Player can then clean up the mess of the barge for Construction XP.

I'm not sure we'd get a whole lot out of it.
Partially because I'm not sure Jmods have any idea themselves. And even if they did, there's only a 1 in 4 chance that it would be "relevant". And we only have a handful of "good" developers.

Do we get something that is a glorified Dragontooth Island: an NPC to tell us a story, a PVM dungeon, and a skilling location, all on a small locale.

Do we get something that ends up being a mini raid or full on Elite Dungeon? (something that seems to be a path they are wanting to take) Telling a different story than what ED1-3 told?
Flipside is the issue of gating it behind a bunch of kudos. Something Jagex is also trying to get away from. (Kudos requires a variety of quests, tho many are 'noob', doing a few D&Ds, and some RNG)

We won't get OSRS's variant. The games' stories have diverged too much to pull that off. Plus, we have better skilling options that what OSRS shoehorned in.

You also have to remember the dev history of a piece of content like Dragontooth Island.

It started out as just a plain island for the quest Ghosts Ahoy. All it had was a few common trees.

Then it became a Clue Scroll location.

Then it was a stop for a quest (one of the Pirate Series).

They added it as a possible Penguin location.

Then they added it as one of the mid to upper level Divination colonies.

THEN they added the Celestial Dragon spot (also coinciding with a quest).

Even then, in terms of skilling, it's not "great". (kinda on the same level as uncharted islands in the Arc ... or maybe 1 or 2 of the main islands in the arc)

It is now possible that we get Fossil Island with the new quest story line.

Kerapac flies off after absorbing the power of The Needle in Desperate Times towards an island "to the Northeast".
Yes, the direction is vague, but it is also the vague direction of Fossil/Kudos Island.
The city Kerapac was heading for is possibly Orthen, giving the city a double use (opening up lore and possibilities for what the ancient city can do).

But, since the city/island would have been long abandoned, while we might see additional mining sites for everything above T60 and new things to smith, and whatever Draconic experiments the Dragonkin did (or Kerapac will do while he's there).
But we still might be underwhelmed.

Scare Tactics is the book dropped by the upgraded blood horrors (whatever the upgraded Cave Horrors are called) that unlocks the Magic and Ranged combat abilities Shock, Horror, Demoralize, and Rout (equivalents to the melee Kick and harder Kick) as well as give a little more lore to the Horrors.

Cremation is the ability to burn bones on Bonfires for a combo xp of Firemaking and Prayer. (Prayer XP is increased by like 2x, bones are given as xp in close relation to logs of similar tier).

Look, the odds have improved because they went to the effort of updating the silly barge along with the graphical rework of the rest of the area.

If Fossil Island (or whatever) or not going to get released, then it would have been the perfect time to have removed the barge and the workers, and thus any reference to it.
