I don't see this happening until Jagex has another game going to be the cash cow to replace the loss of Runescape membership income.

In addition, even if you opened up alot or all of the content (ala Darkscape), you're still going to have content that won't be played because the current meta of players don't go towards it or the content is outdated (ie: most minigames)

Plus it would be a lot of time and resources *cough* *money* *cough* to make the content F2P.
Why?
Because there is a lot of content in game to have to switch over.

how about adding more mems content into f2p?


Won't help so much either.

Chunks of content are gated behind P2P skills (ie: you need certain levels to even access the content).
Chunks of content are gated behind P2P quests, some of which, again have P2P skill requirements.

You also have content that is "dead", even on P2P servers, due to lack of interest, outdated rewards/mechanics, or it is too far out of the way to get to to bother taking part in.
Making them F2P won't fix the issue if even then, no one has any interest in it.

Flipside is that the rewards/content might be 'broken'/OP by F2P standards.

Part of it is also Jagex wants players to become members. Explore more content, faster training methods, etc etc. But players have to be in a position to WANT to do that. They also have to be in a position to NEED to do that.
Most skills on F2P reach a sort of plateau around the 60s because everything simply trains better on P2P at that point.

In addition, just making a few quests or minigames won't bring in players or make them want to jump to P2P.

By reverse logic, the more you give to F2P, the less incentive players have to get membership.
Jagex for example made a couple of beginner quests F2P to open up some content for them.
At the same time, they removed hours of game play from P2P so that players wouldn't have to 'waste' membership getting those quests to unlock content later.
I can see them doing that for more quest (ie: Rune Memories) to shave a little bit more of that initial play time off, but again, the number of quests they could make F2P are very limited now due to quest location or relying on P2P skills above level 5, or reward mechanics that make it difficult to make the quest F2P.
