We've had creatures that required shields (or be "useful" to have a shield) for a long long time:

- cockatrice and basilisks with mirror shield, though you don't run into them anymore at higher slayer masters. (and yeah, a few will point to their respective slayer masks)
mirror shield is pathetically weak

- harpie bug swarms and the lit lantern, again don't run into them at higher level masters

- dragons need the various anti-breath shields. effect can be diluted with anti-fire potions, not everyone has the herblore right off the bat for extreme anti-fire or wyrmfire
Dragonfire shield, especially charged, is at least a decent shield in its own right

- skeletal wyverns needing elemental workshop shields or dragonfire shields. again, effect can be diluted with wyrmfyre potion, but this again, a higher level potion and requires Plague's End (the dreaded questing)
elemental workshop shields sadly are underpowered

Overall, you are correct that outside of "Base Tanks" and certain bosses where the shield could be helpful from the KO/OHK attacks, shield based defensive abilities aren't quite as used as they should/could be.

One thing you could consider for the little dungeon is that fighting there doesn't degrade the various crystal shields or attuned crystal shields

You also have those Order of Ascension members with shields, that if you try to attack them head on, your dmg is reduced by like 90%, even if you are using ranged attacks.

You could introduce something similar: by not using a shield, all damage taken is dramatically increased.
