But it was actually done before in the late 2000s, and it was shown that the "rant" threads just bled into other subforums like General and RGU. Removing Rants did literal nothing to remove rants. It was then reinstated because it was admitted to be a mistake due to the aforementioned bleeding reason.

So if it was a mistake then to remove, how is making the suggestion to remove it (which was admitted to be a mistake)...not a mistake?

That makes no logical sense whatsoever.

Umm...Nothing in Reddit's sitewide rules have any note of "no non-constructive criticism" anywhere, so I don't know where you're trying to go with this.

That doesn't answer my question though.

If it's as serious as you say and assert it is (non-constructive posts are, by definition, spam), right now, why not make a report to FH, right now?

And if the FH report, right now, doesn't resolve, why not escalate it to FMR, right now?
