So what can be done? Below are a few suggestions that I think will significantly improve how the RsOF are perceived;
- Clearer established rule set, that has a prominent place on the forums.
all have been established, taken down again, altered and now there's too much wiggle-space and moderators are stumbling upon each other

- Easier to find ‘Forum help’ (the number of threads asking where it is, is rediculous).
once found it isn't that difficult to use a second time

- Harsher / more immediate punishments for rule breaking.
the more punishment the opposite will happen and quite frankly from the beginning up till now it hadn't change anything at all

- More J mod / Cm activity. We barely see you on here.
because we have to support the crappy mobile industry and social media you will not see much of them here

- ‘Light theme’ Honestly the current dark them can be a strain on the eyes.
I'm in the middle about that, the moment Jagex are allowed to come back to The RSOF as before from that time on things will definitely change including colours

- Integrated social media, ties into more mod activity, highlights what’s happening elsewhere.
no way because it can be missed as toothache and that why, in 2009/2010 they tried to persuade us to go to social media which they failed

- Sub forum for fan created content.
everything was present in The RSOF but Jagex (current team) ripped it off The RSOF to be held elsewhere not here

- Manage the News section to be up to date & post more current “news”.
management fails at the moment thus News section too

- Old threads to be instantly deleted after so many days of inactivity.
unnecessary, therefore you'd go to social media

It's easy to find. Type in Search Bar " Forum Help "

Just wanted to comment on this. Pinned and Locked threads are excluded by default on searches, so it doesn't automatically show up when you type it in the Search Bar.

Homagowd, what a serious design flaw.

Web Development.. wakey wakey, eggs and bacie.
Jagex does not / are not allowed to support The RSOF thus all 'none-player'-threads aren't automatically included by default.
Hasn't anything to do with Web Development.

... I don't understand that.. there are stickied threads made by players.

Also, on the topic of the Forum Help, it's common sense that if someone were to search for Forum Help, that it should be in the search list considering how pertinent that thread is.
Sticky & Locked are choices made by Jagex and ... thus ... not the first to come up in Search. Jagex isn't allowed to 'run The RSOF' , Jagex was forced to social media.

Forum Help ... common sense ... is a thread that every now and than is remade by ... Jagex / JMods ... thus ... not the first to come up in Search.
Just check the checkbox 'Sticky' in 'Search' and you get what you want ... very simple.

*tssss ... Forum Feedback a graveyuard ... good grief*
