Not only that, but it isn't possible for a F2P player to earn 100 quest points without having membership at some point - the max they can have is 67 in RS3, and 42 in OSRS (remember, whichever requirement is in place can be achieved in either game as far as I'm aware).
Additionally, there are some players who absolutely despise quests and only do them if there is some sort of need for them to do them. It doesn't seem right to prevent someone from joining the forums simply because they choose not to do a certain activity ingame.
And, if the requirement were to be membership OR quest points, I don't think it would change anything anyway - there are some players who are happy to put membership on an account strictly for forum access.
I don't think quest points is suitable for determining who can use the forums or not, so I can't support this, sorry.
Honestly, adding more requirements to use the Forums isn't ideal. As it is, the Forums are pretty much near death, compared to how they were many years ago. We'd want to attract new users, not shoo them away. It's unfair to add this condition in order to use the Forums.
