I am currently fetching so-called API from members_lite.ws and pulling all clan members data via PHP. And I am wondering what is the special character is being encoded to?

Cause when I set my header to:
header("Content-Type: text/html; charset=ISO-8859-1");

The special diamond question mark disappears, which leaves the next question. When is being passed to anchor tag in HTML, by default it looks like a "normal space", but when is encoded; just to give an example is encoded: https://localhost/?name=Mod%A0Jagex . I tried splitting the params several ways, and still no luck... Any help much appreciate it.

It's UTF8 encoding.

Just use the utf8_encode($result), explode around the forward-slash n to turn it into an array, and then do an array_shift(). Then you can loop through the results for the members from the csv file that members_lite generates.
