The ability to smith this sword (in any metal from iron through rune) is "purchased" for 30% respect from Elof on the underground level of the Artisans Workshop.
Purchasing it unlocks a new set of sword plans which will be added to the set of possible plans that you may be randomly assigned when you ask Abel or Egil to start a new sword. You will not be given a "set of plans" when you purchase this reward, nor can you simply "choose" to make one. You must be randomly assigned this new set of plans as you continue to make swords and ask for new plans. If you then craft a perfect sword from these plans, when it is turned in for scoring to Abel or Egil you will be told that the order for the sword has been cancelled and given the opportunity to keep it for yourself.
