Ahrim's robe skirt can be obtained from the Barrows minigame. Like other Barrows items, it degrades while worn in combat. When wearing the rest of Ahrim the Blighted's set, every Magic spell has a chance to lower your oppenent's Strength by a small amount.
It can be repaired by Bob in Lumbridge, Dunstan in Burthorpe, Tindel Marchant in Port Khazard, and at the Void Knight Outpost. It may also be repaired on an Armour stand in a house for less depending on your Smithing level. The repair cost is proportional to the amount the robe is damaged.
