Index of categories

Create and maintain an Index of Categories, which may be easier to navigate than Special:Categories. This could become our main navigation bar eventually.

Community Pages

I'd like to make it standard to have personal pages in Category:Player Pages rather than clog up Category:Community Pages with what will eventually be a lot of people when word spreads I'm sure.

Category:Community Signatures is being used already, so that's all set.
