Pernix chaps are one of the few pieces of armour that Nex drops.

Along with all other pieces of Pernix armour, Pernix chaps lasts for about 10 hours of combat on average and it costs 1,000,000 coins to have the chaps repaired at Bob's Brilliant Axes, or 500,000 coins at an armour stand with 100 Smithing (99+ Smithing skillcape boost).
